Tinubu Came With Zero Tolerance On Negotiation, It Didn’t Fit Into This Terrorism Financing–Bwala

According to a report that was published by The Cable on Wednesday, December 3, 2025, Daniel Bwala, who serves as a special adviser to President Bola Tinubu on policy communication, has stated that the federal government does not engage in negotiations with individual terrorists.

The statement was made by him during an appearance on a program called “The Morning Brief” that is broadcast on Channels Television. The interview focused on the administration’s approach to the issue of national security.

It was highlighted by Bwala that the government takes a firm stance against any sort of activity that has the potential to indirectly support terrorist activities.

Bwala noted that the difficulties that Nigeria has in terms of security are multifaceted, which leads to the government being forced to make choices that are not always easy.

When addressing the issue of terrorism, he pointed out that it is necessary to make deliberate policy decisions in order to guarantee that activities do not accidentally promote criminal networks.

According to him, the administration has implemented steps that are aimed at impeding the capacities of terrorist groups to make use of their financial resources and their operational skills.

In his statement, he stated that President Bola Tinubu had implemented a policy that prohibited any form of communication with terrorists.

It was noted by Bwala that the purpose of this method was to prevent the indirect funding of terrorism, which can occur through concessions or ransom payments.

He explained that the policy was being implemented as a component of a more comprehensive plan to protect the nation while upholding ethical and legal norms.

It was brought to Bwala’s attention that negotiation with terrorist groups can result in outcomes that were not anticipated.

He noted that even actions that are carried out with the best of intentions can contribute to the expansion of terrorism by disseminating resources or creating incentives for additional assaults.

In addition, he stated that the government conducts a thorough analysis of the potential dangers associated with any security-related action in order to prevent the strengthening of terrorist organizations.

In addition, he underscored the role that intelligence and law enforcement play in the fight against terrorism. Bwala emphasized that the government relies on coordinated efforts across security services in order to monitor, investigate, and respond to threats.

According to what he said, the purpose of these steps is to protect residents and to ensure that stability is maintained throughout the country.

According to Bwala, the government’s anti-terrorism strategy relies heavily on public cooperation and understanding of the threat posed by terrorist organizations.

He urged the general public to report any suspicious actions and to provide assistance to the security forces.

According to him, the involvement of the community has the ability to assist authorities in identifying and preventing possible dangers before they develop into more significant security difficulties.

As a conclusion, he reaffirmed that the federal government will continue to adhere to its policy of zero tolerance with regard to conversations with terrorist organizations.

According to Bwala, any activity that indirectly feeds terrorism is not acceptable. He reiterated this point quite strongly.

In his statement, he noted that the administration is still dedicated to safeguarding the safety of Nigerians while simultaneously executing policies that disrupt terrorist activities and maintain national security.

He said: “But President Tinubu came with this zero tolerance on negotiation because it didn’t fit into this terrorism financing. You see, you are constructively financing terrorism without knowing it.
