Hamas Infiltrated and Manipulated Aid NGOs in Gaza, Captured Documents Reveal

Newly uncovered intelligence documents suggest that Hamas systematically infiltrated and manipulated international and local nongovernmental organizations (NGOs) operating in the Gaza Strip. The documents, recovered by the Israel Defense Forces (IDF) and analyzed by NGO Monitor, outline coercion, surveillance, and exploitation tactics designed to turn humanitarian structures into intelligence assets for the group.

The IDF confirmed the authenticity of the materials, which include a partially declassified December 2022 dossier from Gaza’s Ministry of Interior and National Security (MoINS). The files describe how Hamas viewed NGO officials serving as “guarantors” for foreign visitors both as security risks and as opportunities to gather intelligence. According to the documents, the group leveraged its International Relations apparatus to influence NGO operations in Gaza.

The dossier profiled 55 employees across 48 organizations, documenting their political affiliations, religious practices, financial status, and vulnerabilities. While some staff were allegedly linked to Hamas, others connected to rival factions like Fatah or the Al Nasser Brigades were also closely monitored. NGO Monitor stated, “NGOs in Gaza do not operate independently or neutrally. They are embedded in an institutionalized framework of coercion, intimidation, and surveillance that serves Hamas’ terror.”

Responses from aid groups varied. Organizations like the International Medical Corps (IMC) and Norwegian Refugee Council (NRC) rejected claims of cooperation with Hamas, emphasizing strict compliance and vetting processes. Other groups, including Oxfam and Medical Aid for Palestinians (MAP UK), questioned the accuracy of the documents and cautioned that misinterpretations or Hamas propaganda could distort findings.

The documents reportedly describe aggressive tactics, such as threats to NGO staff and attempts to manipulate survey data to conceal Hamas installations. NGO Monitor warned that the revelations should guide how governments and institutions allocate funds for Gaza’s reconstruction, cautioning that unchecked aid could inadvertently strengthen Hamas’ influence.
