Security consultant Steve Okwori has raised concerns over the Nigerian Senate’s recent proposal to amend the Terrorism Act, which seeks to impose the death penalty on convicted kidnappers. Speaking on November 30, 2025, he questioned both the timing and the practical application of the measure.

Okwori, a fellow at the Nigerian Army Resource Center, said that while observing the legislative proceedings, two major issues stood out: the delayed nature of the proposal and the government’s inconsistent handling of criminal abductors. “The proposal for a death penalty regarding kidnappers, for me, was coming late,” he remarked, suggesting stronger action should have been taken earlier in response to escalating abductions.

He also highlighted a perceived contradiction between the proposed capital punishment and the government’s ongoing negotiations with bandit groups responsible for mass kidnappings. “I was wondering, the kidnappers that they want to propose a death penalty for—are they the same bandits and terrorists that we see government and politicians negotiating with, or are they a different type of kidnappers we don’t know about?” Okwori asked.

Observers say the remarks underscore the tension between legislative measures and practical enforcement, raising questions about consistency and accountability in tackling insecurity.
